Energy & Climate and Environment – The agenda includes a Presidency debriefing on the outcome of the trilogue on the Waste package and preparations for the trilogue on the energy performance of buildings. Other agenda items include plastic materials and articles intended to come into contact with food, water monitoring system classifications, the endorsement of the 5th session of the Sub- Committee on Pollution Prevention and Response (PPR 5) of the IMO in London from 5 – 9 February 2018 and the adoption of the Council Decision on the EU position for 37th Standing Committee of the Bern Convention.

Digital – Agenda items include a Presidency debriefing on the outcome of the trilogue on the audiovisual media services (AVMS) Directive, analysis of the final compromise text with a view to agreement on geo-blocking, preparation for the trilogue on the European Electronic Communications Code, and the adoption of the legislative act on consumer protection cooperation.

Transport – The agenda includes a preparation for the trilogue on the EASA Basic Regulation, a presidency debriefing on the outcome of the trilogue on Directive on qualification of professional drivers, the preparation of the meeting of the Council (Transport, Telecommunications and Energy) on 4 and 5 December 2017, including the regulation on safeguarding competition in air transport. Other agenda items include EU positions for international negotiations on the Western Balkans Transport Community Treaty and in preparation for IMO in London from 5-9 February 2018, as well as the Eurocontrol Provisional Council. In addition, the agenda includes the Adoption of the legislative acts on professional qualifications in inland waterways Directive and on Cooperative Intelligent Transport Systems (ITS) Decision.

General – In preparation for the Transport and Telecommunications Council on 4 and 5 December, the adoption of the Council conclusions on the mid-term evaluation of Galileo, EGNOS and the European GNSS Agency is on the agenda.
